India’s system of higher education as well as vocational education & training is consistently failing to meet the needs of the youth as well as that of the industry by producing unemployable candidates who mostly end up with qualifications & degrees but without jobs or careers. The labour market, especially in manufacturing, is dominated by contractors who do not encourage long term employment, career pathing or any formal training and skill development. The existing vocational system suffers from a legacy of theory based teaching, ill equipped labs & workshops and uninspiring teachers/trainers. The system itself excludes more youth than it includes since we have a minimum 10th Pass criteria for most of the industry relevant ITI & Polytechnic courses. About 50% of the youth appearing or matriculation exams each year will fail and will be subsequently excluded from the formal HRD & VET system. Most will lend up as unskilled or semi-skilled workers in the unorganized sector where and will never return to formal training or education.

This system needs a fundamental change and an intervention is proposed with Centurion University’s WISQ program which is designed to meet the needs of the key stakeholders involved in the process – our youth as well as the industry


• A focus on outcomes & competencies

• On the job training & Apprenticeship: Competencies are best acquired in the workplace and the WISQ framework will allow students to complete their apprenticeship OR on the job training (as student trainee under Flexi MoU) with the industry after a foundation vocational course.

• Focus on unorganized sector where many school dropouts work and build skills without any qualifications with limited opportunity to move into the organized sector or self-employment

• Create Pathways of learning and progression through horizontal & vertical mobility linked with skills & qualifications.

• Create uniformity in the outcomes associated with different qualifications across institutes, each with its own duration, curricula, entry requirements as well as title.

• WISQ will strive to address the negative perception associated with vocational education and training by development of a framework that permits acquisition of higher qualifications, including diplomas, advance diplomas, associate degrees, degrees, post graduate diplomas and degrees and doctorates.

National & Global Recognition of certification: Majority of Indian qualifications are not recognized internationally and this creates a problem for the students and workers as their international mobility is adversely affected and they often have to undergo a course again to get a qualification that is recognized in the host country.

• Alignment with National Skill Qualifications Framework (NSQF) & Sector Skill Council QP/NOSs, WISQ will also help alignment of Indian qualifications to international qualifications in accordance with relevant bilateral and multilateral agreements & linkages with Australian TAFEs will ensure global recognition of certification

NIOS linkage to allow school dropouts to come back into the mainstream through bridge courses & school repair classes and additionally allow for credit transfer between the two (University’s system & NIOS)

• The credit accumulation and transfer system that will be integrated in the University credit system aligned to NSQF which will allow people to move between education, vocational training and work..

• Recognition of Prior Learning: There exist a large section of people who have acquired skills in the informal sector but who do not have the necessary formal certifications to attach to their skills.
